Brien - I haven't seen Downton Abbey, but the split is probably closest to upstairs/downstairs. Chapter 2 introduces the world below, and the first several chapters alternate above and below the cloud deck.

You open this section with a frightened man with a gun, and that's what I want to know about. Think about removing the 2 paragraphs of exposition, stick to action, and work the info you cut out back in later in the story. Focus on character and action, especially so close to the beginning of the book. I've read the first two sections so far, and overall I'm interested a looking forward to more!
