I fully funded and I think that the answer to your question is not on how many followers do you have, but in how many commitments you currently have to pre-order you r book. The bulk of your pre-orders will (or will need to) come from your personal network, the rest will be support from other authors (if you are good at building community) and the smallest piece from strangers that just will run into your project and think is awesome.
Inkshares is a crowdfunding platform and the number one rule in crowdfunding is knowing that you already have a committed base that is ready to support you as soon as you say go!
Thing that you should ask yourself: do you have a big enough social circle, how comfortable do you feel asking people for money, how comfortable are you following up with people several times.
In my opinion your number of followers on Inkshares is irrelevant because many of them are nothing but other authors who want you to buy their book .
