Reedsy.com is a marketplace where you can get professional cover designs, book design, and editing services from professionals. You put out a proposal and can request up to 5 quotes. I have used them for editorial services and found it to be helpful.

I’m currently working with Damonza.

They’re a little pricey, but worth every penny.  I just got my concept drafts back and they’re AMAZING.  I’m excited to show off their work soon.

Ebook Launch was my second choice.  Their stuff is really good too, and they’re less expensive.

http://www.deviantart.com--- I connected with my cover artist there. Others have said in the past they designed it themselves, or had a friend design something using Adobe Illustrator. Some of the more artistic folks here have even designed cover art for other authors :-)
