Brien - I haven't seen Downton Abbey, but the split is probably closest to upstairs/downstairs. Chapter 2 introduces the world below, and the first several chapters alternate above and below the cloud deck.

I had always just assumed that it was the flintstones world on the ground. A culture that rejected electronics, sprockets and cogs. Or are you thinking more along the lines of  Morlocks? Maybe the upstairs downstairs element of downton abbey?  It's late, I'm tired and that's convincing me that what I'm saying makes sense. Sounds like a fun concept all the same
